Why Microsoft.Security.Application?

Why is this implemented inside the library? Cant this be referenced instead?

I'm getting this exception:

The type 'Microsoft.Security.Application.Encoder' exists in both 'c:\Projects\xxx\packages\AntiXSS.4.2.1\lib\net40\AntiXssLibrary.dll' and 'c:\Projects\xxx\packages\linqtotwitter.2.1.02\lib\net40\LinqToTwitter.dll'

I just checked in a fix to this, available via downloadable source code.
