I copied a sample of code to write to the console with Console.WriteLine and it never outputted until I put in twitterCtx.Log = Console.Out;

I firstly don't understand why I couldnt see info in my console without that and now I want to use log4net to log information, do I have to do anything special with twitterCtx.Log = ???;

The Log property is a TextWriter. This gives you the ability to create your own class, derived from TextWriter. You can override WriteLine to send output to whatever logging framework you prefer.
